In 1990, a hui-a-Iwi was convened to establish an authority for Ngāti Kahu. This authority, known as Te Rūnanga-ā-Iwi o Ngāti Kahu, was formed to ensure that its establishment adhered to traditional Rūnanga criteria rather than government legislative requirements.

Te Rūnanga-ā-Iwi o Ngāti Kahu takes responsibility for various government-related matters such as claims against the Crown (including Fisheries and Land), Social Services, Training and Employment Initiatives, Conservation and Resource Management, Health and Housing Programs, and Economic Development projects. A resolution passed at the hui-a-Iwi ensured representation from every marae and hapū throughout Ngāti Kahu in the Rūnanga.

Although the original Constitution was based on Ngāti Kahu tikanga, the Rūnanga was eventually registered under the Charitable Trust Act.
